Obituary
Francis L. DeBarr, “Uncle Frank” to many, left us Friday morning September 23, 2016 at the Halifax Health Hospice Port Orange Care Center. He was a proud Navy serviceman who served in the Korean War. He married the love of his life, Ethel Phillips “Hi Test” on March 9, 1951. He joined the city of Daytona Beach Fire Department on June 5, 1953 and eventually was promoted to Fire Chief on January 1, 1974. Francis introduced “Rescues”, a Fire Rescue Medical EMT Program in the late 1960s through the 1970s and he also established the Fire Science Program at the Daytona Beach Community College. He was a member of the American Legion Post 361 in South Daytona. Francis moonlighted for the Daytona Beach International Speedway as a Fire Rescue Chief from 1959 to 1983, becoming a member of The Checkered Flag Committee in 1980. He will be missed by his many friends and family. A Memorial Service will be held at Post 361 on November 6, 2016 at 1:00 p.m. In lieu of flowers, please make donations to the Halifax Health Hospice Port Orange Care Center or to the Halifax Humane Society.
