Foster was born in Oak Hill, FL and lived in this area all his life. He worked as a heavy equipment operator and was a member of the Upper Room Chapel in Oak Hill. He served our nation in the United States Army. Foster leaves to cherish his memory his wife Lillian, children Becky Wells-Hohenstein, Foster "Bill" and Cheryl Wells, Jr, Shirley Andrews, and grandson Lamar (Sheila) Wells.
