Jack was born on May 2, 1936, to Grace Sellard Swisher and William Franklin Swisher in Bloomsburg, PA. After graduating from Bloomsburg Area High School in 1955, he served in the United States Navy for four years as a Yeoman on the USS Antietam. He went on to study Education at Bloomsburg State University, graduating with an Elementary Education degree in 1964.
After graduation, he began his education career as a 6th grade teacher in Selinsgrove, PA. After 5 years, he joined the Federal Bureau of Prisons as an education specialist. He spent 20 years in the Education Recreation department at the Federal Maximum-Security Penitentiary in Lewisburg, PA and retired in 1990.
